It will allow building a food policy and determining its investment component, as well as identify the main development problems and develop proposals for measures to increase the level of rural development farms. The aim of the study is to assess the state of the agro-industrial complex of the Crimea, its investment component in building food policy. To achieve this goal, the following tasks solved. ● The economic characteristics of the agricultural sectors of the Crimea given; ● Crop production and animal husbandry analyzed; ● The activities of agricultural organizations analyzed; ● The indicators characterizing the degree of development of agriculture of the Crimea were assessment; ● The problems and prospects for the development of agriculture of the Crimea during the formation of food policy identified. The methods of analysis, synthesis, and graphic method used in this work. Conclusion/Results. Crimean agriculture has tremendous potential, but it is necessary to solve several problems for it development when building food policies. These problems are associated, firstly, with the extensive development of agriculture; secondly, with irrational use of water resources; thirdly, with outdated technologies and techniques; fourthly, poor transport logistics; fifthly, with a high cost of production. To overcome these problems and the successful functioning of agriculture and industrial complex (AIC) in the Crimea, it is necessary to perform the following actions: attract investors; change the structure of agriculture; to develop livestock; to build factories for the processing of agricultural products and to convert agricultural manufacturing. Changes in the structure should be due to large differences in the agricultural potential of each individual region of the Crimea, therefore it is required to develop those areas of agriculture that correspond to the climatic, economic, cultural and historical conditions of each region. The value system associated with the institution of marriage and the family is transmitted through various channels, ranging from parenting to the virtual environment. The border areas, such as the Astrakhan Region, which are characterized by interfaith marriage unions, are a special environment, in which there are own mechanisms for preserving the institution of the family and special channels for transmitting family values. One of these mechanisms is the reconstruction of the traditional wedding ceremony. Within the framework of the present research, the authors studied archival documents containing information about the traditional wedding ceremonies of the peoples living in the Astrakhan Region. There was also a content analysis of ritual traditions related to the creation of a new family (matchmaking, wedding, etc.), in the reconstruction of which the modern cultural organizations of the region were involved. The Russian language and culture preservation, development, and dissemination (both in arts, the cultural sector, as well as science and technology) is according to the authors an imperative of stability, security, and competitiveness of Russia in the globalizing world. A special role in determining strategies and tactics of teaching the Russian language in the paradigm of a new lifestyle of mankind and the global educational environment belongs to electronic, digital, and telecommunication technologies. The subject of the present study is the educational language process, organized based on computer (digital) technologies and the optimal implementation of the linguistic and didactic qualities of electronic learning tools. The objective of the study is to determine the goals, subject matter, methods, forms, and means of computer linguodidactics, aimed at substantiating the laws and determining effective ways of language learning by means of info-communication resources. The paper outlines the research methods of the innovative language education system as well as linguo-didactic abilities of computer tools in the formation of multilevel Russian-language communicative competence and its individual components in students. If a small-batch manufacturer faces capacity constraints, traditional patterns to invest in fixed assets can be value-consuming thus leaving many manufacturers aside from the competitive market opportunities. We argue that the sharing economy phenomenon can contribute to the problem resolution. To prove our hypothesis, we distinguish between sharing and other known outsourcing-based models of production, determine the key factors that influence decision-making and decompose a business valuation model to enable simulation modeling of value response to sharing-based practices introduction. Our finding indicate that sharing can be treated as “on-call” employment of an outsource supplier’s underutilized production capacity that leads to revenue growth followed by value factors proportional and non-proportional changes. The imitation model shows that sharing-driven output expansion provides a four-percent increase of business value in the assumed conditions; the traditional approach to support the growing demand with fixed assets expansion can be effective only in the long-term perspective given the new level of sales will be maintained without a subsequent rollback. The fundamental possibility of the business socioeconomic system at the mesolevel to counteract the factors of threat to economic security based on the model of interaction between the vectors of development and threat has been reviewed. The linear differential equations have been transformed. Analytical expressions that describe the parameters of the model of interaction between the vectors of development and threat have been obtained. Possible combinations of parameters have been studied.The main risks of the implementation of national projects include financial risks, quality of state and municipal government, external global risks, risks of trade wars, sanctions, and differentiation of regions. The problems of public administration should include legal support, fraud, scale of corruption, speed of decision-making, terms of implementation, insufficient qualifications of civil servants, centralization of the budget process, and imperfection of control mechanisms.The problems of municipal management should include staff shortage, level of employees' qualification, outdated management system, outflow of qualified personnel/staff turnover, red tape, inconsistency of federal and regional laws, workflow, administrative barriers, and performance indicators for municipalities.Conclusion. Institutional support and measures aimed at solving problems in state and municipal administrations will allow to significantly mitigate risks in the implementation of national projects in the field of ensuring socioeconomic and national security. Risks are incomplete traceability of the movement of funds, overestimated indicators for regions that do not have the resources for this. Federal center subsidies hide the problem, but their size does not help the regions to be flexible enough, and this in turn affects efficiency. The conclusion is drawn on the appropriateness of applying the proposed model for the interaction between the vectors of development and threat in the economy. For the first time, the authors offer to use vortex tubes for this purpose. The technique is given and the results of experimental work on the use of a vortex tube to provide subzero temperatures of permafrost during drilling operations are considered. A scheme is proposed and mathematical modeling of the process is performed. Such falls can cause trauma both physically and psychologically. A proper detection of fall can save a life of human being be it any age by giving immediate required treatment. Generally alerting the concerned authorities regarding the fall happens to be crucial in the fall detection systems. There are many existing systems that tend to this problem but they all are heavily equipped and have some drawbacks. In this proposed system Raspberry pi4 is used with OpenCV for using MOG2 machine learning algorithm to detect the fall by concentrating only on the person. The relevance and practical significance of this investigation are based on the need to predict rational technological modes for curing products of polymer composite materials based on the low-viscosity epoxy binder Etal-Inject-SLM, which is in demand in the manufacture of products from polymer composite materials by cold curing. The purpose of this investigation is to determine kinetic patterns, which allow for predicting the time and degree of curing of the low-viscosity epoxy binder Etal-Inject-SLM for various isothermal curing conditions. The method of differential scanning calorimetry was used to measure the thermal effect of the curing reaction of the Etal-Inject-SLM epoxy binder at various heating rates. Based on the experimental calorimetric data and using the model-free (non-prior) Friedman method, using the specialized software Netzsch Kinetics Neo, the parameters characterizing the formal kinetic laws of the curing process were calculated. This allowed for plotting isothermal and iso-conversion thermokinetic diagrams necessary for predicting the time and degree of curing of the Etal-Inject-SLM binder at different temperatures and curing times. It is important to note that the certain components require high hardness and wear resistance to fulfil the functional requirements, the said properties of the MMCs influenced largely on the condition with which they are produced or treated. Therefore, in the present paper the composites are tested in two stages that is before T6 heat treatment and after T6 heat treatment respectively. The composites are made with Al6061 alloy as matrix and graphite with 3%, 6%, 9% and 12% by wt is considered as reinforcement. Once the composites are prepared, they are examined for their microstructural, mechanical, and tribological properties. Further, a response surface methodology (RSM) has been used to model the wear loss and coefficient of friction for both before and after T6 heat treatment of MMCs. The non-linear regression model obtained is validated both statistically and with the help of experimental test cases. The evidence of wear phenomenon has been observed with the help of Scanning Electron Microscopy (SEM). Developments in information and communication technology (ICT) helped the growth of financial markets and its operations to greater heights. One of the financial market analysis is Candlestick Technical analysis also is known as Japanese candlestick charting. It is the oldest form of financial market analysis originated in japan. This study measured the occurrence and tested the efficiency of various bullish reversal candlestick patterns on 17 stocks of India’s leading stock market benchmark index NIFTY 50 for the period of 16 years from 2000 to 2015.Data mining with backtesting methodology is used to find the top 10 candlestick patterns with respect to the frequency of occurrence during the study period. In this study two different end conditions namely guided – guided and guided – simply supported have been examined. Beams made with two dissimilar materials for instance, aluminum and steel have been considered for this study. Different loading conditions namely point load and the amalgamation of uniformly distributed load and point load have been taken into account in this study. The nonlinear response of a beam under static loading condition is influenced by various parameters like sectional properties of the beam, material, loading and boundary conditions etc. A separate loading fixture was fabricated using steel to apply the load (Point load and uniformly distributed load). The loading fixture was validated by performing an experimental measurement of the deflection under various loading conditions on a simply supported beam. The corresponding theoretical displacement values were calculated using the findings in literature and compared with test results .Both the results were found matching with each other with an average variation of just 10%. Based on this validation lesson, the loading fixture was incorporated in the actual study. Displacement values from the nonlinear static analysis were predicted using Finite Element Method and correlation was made with the experimental values for the actual beam setup. Since 2010, the Indonesian Government has based the performance assessment on the procedures set by BPPSPAM (the Indonesian acronym for Supporting Agency for Development of Drinking Water Supply System) under the Ministry of Public Works and Housing. The overall assessment has consisted of 25% of the financial, 25% of the service, 35% of the operational, and 15% of the human resource aspects. In their assessment of drinking water companies’ performances, other countries have already employed the physical/infrastructure aspect in addition to these four. This research, therefore, aims at finding influential sub-aspects under the infrastructure aspect that contribute best in assessing PDAMs’ performances. Influential aspect measured with Partial Least Squares algorithm. Partial Least Squares is chosen because they are using quick, efficient and optimal regression method based on covariance. Parameter that used in assessment can be correlated using regression when the number of explanatory variables is high. From the correlation we could get the influential aspect positively influent by what sub aspect. The Partial Least Squares Structural Equation Modelling (PLS-SEM) algorithm is applied on 35 PDAMs in the regencies/municipalities in Central Java Province has separated 3 of 10 infrastructure sub-aspects to be the most influential, namely: network density, raw water resource, and pumping system. The reversible logic gates have a unique property of one to one mapping between the input and output vectors. The simulation design is verified using the NI lab view tool for the resolution of 24 bits. For higher resolution designs, the HDL code is developed by making use of the Xilinx Spartan FPGA device. The HDL has several advantages like parallel processing, design compatibility, cost effective, reconfigurable, versatile language and design hierarchy. This mismatch of the academics and industries has created a change in the skills set requirement of the companies which are recruiting the young engineers in their field of interest. The main goal of the OBE is to reduce the distance between the industry-academic and provide versatile training that will be suitable and in demand for the current trend in the industries. This method will project on the importance of the OBE practiced in the engineering colleges so as to satisfy the skill set demand of the industries. This method is conducted with the students from the various departments of an engineering college. The applications of ultrasound images include examination of human body parts such as Kidney, Liver, Heart and Ovaries. This paper mainly concentrates on ultrasound images of ovaries.Monitoring of follicle is important in human reproduction. This paper presents a method for follicle detection in ultrasound image of ovaries using Adaptive data clustering algorithms. The main requirements for any clustering algorithm are to initialize the value of K, i.e. the number of clusters. Estimating this K value is difficult task for given data. This paper presents adaptive data clustering algorithm which generates accurate segmentation results with simple operation and avoids the interactive input K (number of clusters) value for segmentation. The results represent adaptive data clustering algorithms are better than normal algorithms for clustering in ultrasound image segmentation. After segmentation, using the region properties of the image, the follicles in the ovary image are identified. Load balancing is one of asset management's major components. Our research addressed the idea of IoT and a smart society with regard to a smart city, inspiration and challenges. The work proposed focuses on balancing the load in a smart city. Our main contribution is an algorithm for balancing the load in a smart city between different resource providers. SRAA has two variants in the proposed algorithm, which are explained. The algorithm modifications are performed using two case studies. To identify skin maladies, first, it is required to separate the skin and non-skin. In this paper, five diverse machine learning algorithms have been chosen and executed on skin infection data set to anticipate the exact class of skin disease. Out of a few machine learning algorithms, we have worked on Random forest, naive bayes, logistic regression, kernel SVM and CNN. These surveillance cameras can also be used to provide assistance to patients and hospital staff. In particular, a real-time fall of a patient can be detected with the help of these cameras and accordingly, assistance can be provided to them. Different models have already been developed by researchers to detect a human fall using a camera. This paper proposes a vision based deep learning model to detect a human fall. Along with this model, two mathematical based models have also been proposed which uses pre-trained YOLO FCNN and Faster R-CNN architecture to detect the human fall. However, CNNs are compute-intensive. Another algorithm which was broadly utilized and keeps on being utilized is the Viola-Jones algorithm. Viola-Jones adopts an accumulation strategy. This means Viola-Jones utilizes a wide range of classifiers, each looking at a different part of the image. Every individual classifier is more fragile than the last classifier since it is taking in fewer data. At the point when the outcomes from every classifier are joined, be that as it may, they produce a solid classifier. In this paper, we would like to develop a model that will be able to detect the Bengali license plates of, using the Viola-Jones Algorithm with better precision. Housing construction is extensive in developed countries due to well-established and reliable investment mechanisms, primarily through bank loans. Conversely, funds are lent in Russia at high interest rates, while weak risk management technologies and loopholes in the assessment of technical factors of investment construction projects restrict possibilities of domestic banks. The study aims to analyze international experience of drawing investment in urban housing construction. In the article, we analyzed scientific books about how to draw investment in housing construction. The size of the broken ore determines the cost of its mechanical crushing before lifting. Besides, the quality of breaking has a direct effect on the efficiency of ore enrichment. This influence manifests itself mainly in a significant increase in the cost of mechanical crushing and grinding of the ore, which are the most energy-consuming processes in ore dressing. The share of breaking in the direct financial costs of hard ore development, depending on the rock strength, reaches 20 – 35 %. Assuming that the main purpose of blasting operations in the mine is the destruction of the rock massif with creating the conditions for high-performance execution of the subsequent production processes of ore extraction, one should be careful about cost savings on breaking. The fact is that the proposed activities that reduce the cost of drilling and blasting may result in general deterioration of the quality of breaking. Therefore, the criterion of efficiency of any variant of blast hole drilling is to be an integrated indicator of the overall economic result of the entire production process chain, from coal-face operation to enrichment. Naturally, under certain conditions, when the effect of the results of stoping has local nature, the calculations can be made not for the entire production complex. This work analyzes the existing methods of calculating the parameters of blast hole drilling (BHD) in longhole stoping and considers the mining factors that affect the efficiency of stoping in similar geological conditions, namely, the oversize yield and the cost of coal-face operation. In practice, there are no methods for calculating the parameters of BHD that would be recognized as uniform and quite satisfying the needs of enterprises in all regions and types of mining. Depending on the local conditions, the home-developed methods proven by the practice are used, which are improved with experience. Herewith, drilling and blasting operations are the most important mining stages, the relevant expenses reach up to 50% of total mining costs. Drilling tool is the most important and highly loaded element of drilling assembly determining the efficiency of blasthole drilling. Existing designs of drill bits of Russian and foreign manufacturers are nondismountable, that is, are beyond repair or reclaim, especially in field conditions. For instance, in the case of failure of one bearing support, the drill bit fails and is rejected. Despite numerous types of drilling tools, their stressed state has been studied sufficiently only for serially fabricated drill bits. Therefore, it is important to study strength properties of dismountable drilling tools which provide the maximum operation lifetime of the basic parts (body and coupling). Complete information about loads acting on the main elements of drill bits is required to improve designs of dismountable drilling tools. This work analyzes stress and strain state of dismountable drill bits with spherical cutters (RSShD) using finite element models in ANSYS software environment. Predictions are made for the cases of maximum loads exerted by highly efficient drilling rigs on the drill bit and heterogeneous distribution of these loads over elements of the drill bit. Distributions of equivalent stress fields occurring in drill bit body, bearing supports and cutters are presented. There are many heterogeneous and complex applications to be executed within less time. The complex applications require lot of resources such as processing, storage, etc, for execution but due to the constrained resources available within a system, the applications may not execute perfectly. Grid Computing is the technology used to integrate various heterogeneous systems from different boundaries of the world to execute complex applications. This technology creates a virtual organization where huge set of systems are integrated to solve very complicated and critical problems. There are many people who are not able to set up a real organization with lot of infrastructure and other services for execution of applications. Cloud Computing is the technology which provides lot of services like software, hardware, networking and much more for less cost. This technology supports pay-as-you-go model in which the user will pay the amount only for the used services. The major problem is to trust Grid Service Providers, Grid Users, Cloud Service Providers and Cloud Users for doing the transactions, in their respective environment, as there are many systems from various domains participating in the transactions. This paper proposes a generalized Trust Model for Cloud/Grid Computing Environment (T-CGE) to establish very strong trust among the Cloud/Grid Service Providers and Cloud/Grid Users. This paper also demonstrates the reliability statistics by using Cronbach’s Alpha to show the relative consistency of data. ANOVA (Analysis of Variance) is used to show the variations among the service parameters of all service providers, and also variations among the service providers. In this study, the author has explored a back-propagation neural network model with 23 numeric input (BPNN-N23) for classification of Bollywood movies released during the years 2014 through 2017. The proposed model classifies movies in three classes namely “HIT”, “AVERAGE” and “FLOP”. Common procedures like data filtering, data cleaning and data normalization have been followed prior to feeding those data to the neural network. After comparing the performance of the proposed model with the benchmark models and works, the results show that the said model shows performance that is comparable to the published ones with respect to the assumed Indian empirical settings.
